Oh my gosh! I love all of the contrasts in this. The baseball cap with the platform shoes is so inspired! Definitely "formal femininity w/ urban", as you say. You've even got a little Sherlock Holmes going on here with that fantastic cape. The all white ensemble is really original, and you're right- totally Snow White. Are your nails white too!? Crazy!
