Will you spend USD 65-70 for a handmade dress sold online? If the length of the dress can be customized to your own preferences, will it be a bonus or does it not really bothers you?

Not online I wouldn’t. If it were in a store and I could go for a fitting and stuff then it would be totally different story, but doing stuff like that over the internet is way too risky, in terms of sizing going wrong, ideas being misinterpreted etc.

only if it were from a reputable seller on etsy.. like if they’re selling a specific pattern of dress that they have lots of pictures of from different angles, and the customized parts are really simple things like length.
make sure the seller has well sewn items to show also, and the fabric better be really nice also, because if its not then it is not worth it no matter how cute looking, you could just go on a shopping hunt with that budget.
