very low rise skinny jeans

English is not my first language, so I’ll try to explain my question:
I’ve always wondered how people manage to wear their skinny jeans extra low, I mean, showing a lot of their underwear and so on. Hips are larger than waist, so maybe you would need a bigger size to fit the jeans to the hips. The problem is that a bigger size will look less skinny than your real size… Am I wrong?
