I recently bought a pair of black short shorts that fit me at the waist, but are too wide around the legs. Since they are too short to roll up, do you have any ideas?

Agreed with trying to sew them up. Or you could see if you can work with the bagginess – maybe wear a tighter top/wear other clothes that fit close to your body?
