A light hooded cape and a cute umbrella would look cute! Maybe something like this

Oh I hate those days. It’s really bothersome because you’ll need to wear a jacket, but it’s also sticky and humid. I suggest made a light thin coat or a thin trenchcoat for outwear. You could just wear a skirt or dress on the inside and pair it with some boots (for the puddles).
