The whole thing sounds like a hippie gone wrong to me!
Also I think black and brown together are a bit tricky..but maybe it’s just me.
And sadly, since I don’t like the outfit to begin with, I don’t really want to suggest a top for it since I don’t care enough. Hope you come to your senses, or someone actually thinks of a decent suggestion since i’m all out on this one :S

I think a gray blouse tucked in with some cute boots might help. Thats the only thing I can think of :( maybe you should just go with tights because it would be easier to find a top for just tights versus tights paired with shorts. Here are some links that might help and good luck :)

i actually think that would look good together, pairing black and brown always gets a bad rap but i think it looks ok in some situations. Maybe just as long as the shoes and top aren’t too dark. Go for maybe grey shoes and top could even be printed, not an overbearing print though. I don’t know about black shoes and/or top probably to much.posted about 5 years ago
I have nothing against black and brown (do it all the time) but the color of those shorts is a bit on the light and brighter side of brown. What about a dark grey or hunter green tights?posted about 5 years ago

FYI …. BLACK and BROWN is Supes modern and beautiful… the way to make back tights and those particular, brown shorts work is simple…
Just tuck a full, cream colored, lace, boho top into the shorts. The top should be similar to this
then an interesting black, waist belt, like would tie in the black tights nicely
and because the color palette is looking very neutral, you may want to add a pop of color in the shoes perhaps a rich CRIMSON or DARK PLUMB …….
and though I love a colored tight just as much as the next girl… I think wearing hunter or army green may become a little RobinHood-and-his-merry-men….so ya just say no to the jacketposted about 5 years ago
