They have great tops for going out. Sure you have to look around because some of them look cheap and tacky but with some dutiful searching you can find something to fit your personality and style that looks expensive but isn't at all.
around the same quality as forever 21 with slightly higher pricing, you can find lots of good finds here for cheap.

this all over mesh top was a bargain. 50% off the $14.99 price tag landed me three - cream, gray and black. i love them so much and feel like my skin is so comforted by the silky smooth fabric.
I found a really cute top there that was perfect for church, it was a dressey, but a lot of the clothes there can be dressy. the material isnt great, and the the craftsmanship is ok. But the shirt style is great, I want to wear it everyday, but im afraid of ripping it, so i try not to.
This tank is the cutest floral pattern, with classy black crocet front detailing. It's very scratchy matterial but, not too uncomfortable.
I feel with Charlotte Russe it is either hit or miss, but then again, I feel the same way about Forever 21. I bought this top at CR once and after one wear, it was already torn on the side. I can't really expect too much because I got what I paid for. Like you said, some of the clothes are tacky, but there are times when you find treasures and find tops for a really cheap price. :)
Charlotte Russe is definately making a their mark in the afforbale, but fashion-forward market. Like H&M, and other stores that carry similar styles and have similar prices, they carry tops simlar to whats seen on the runway or what is trendy. I really appreciate their prices because its not everyday that you can splurge on a top from Barneys. I find some of their stock to be a bit tacky, however you have to do a little digging and you will always find something. They a great store for last minute plans. I have this amazing sheer bubble hem shirt/dress from them and I only payed $3!!!!!! I've worn it on several occasions and it has yet to tear. So that being said Women should shop here. You don't always need to spend 100 bucks on a blouse!!!!!!
